Abstract: This research paper examines the strategic planning process for expanding primary care services in rapidly growing capital cities, focusing on the administrative challenges and potential solutions. The study employs a comprehensive analysis of existing literature, case studies, and expert insights to identify key issues and successful strategies. Areas of focus include infrastructure development, workforce management, resource allocation, and policy implementation. The findings reveal that effective strategic planning must address unique urban challenges while leveraging innovative approaches to service delivery and management. The paper concludes with recommendations for policymakers and healthcare administrators to enhance primary care expansion in fast-growing urban environments.
